为深入贯彻落实《国务院办公厅关于深化产教融合的若干意见》(国办发[2017]95号),推进人力资源供给侧结构性改革资源,推动教育链、产业链、创新链有机衔接,全面提升教育质量,扩大就业创业,培育经济发展新动能,促进经济转型升级,经市政府批准现就深化产教融合提出以下实施意见。

(一)准则。
全面贯彻落实党的十九大和十九届二中、三中全会精神,坚持以习近平新时代中国特色社会主义思想为指导,深入贯彻落实习近平总书记在全国教育大会上的重要讲话精神 重庆提出的“两点”定位“两地”“两个高”目标和“四个扎实”工作要求紧紧围绕统筹推进“五位一体”整体布局和“四个全面”战略布局协调推进。坚持以人民为中心的发展理念,坚持新发展理念,认真贯彻落实党中央、国务院关于全面教育改革的决策部署,全面贯彻落实科学兴市行动计划以人才强市,以“双一流”建设推进高等教育整体发展。完善、构建以产教融合为主要方向的现代职业教育体系,深化高等教育和职业教育改革,充分发挥企业重要作用,促进产教融合全面融合。人才培养的侧向和产业需求侧结构要素,培养一大批高素质创新人才和技术技能型人才,为打好“三个攻坚战”、落实“八个行动计划”,加快构建实体经济、科技创新、现代金融、人力资源协调发展的产业体系,提升产业核心竞争力,融合发展。新动能提供强大支撑。

作为一个整体,协调共进。把产教融合作为促进经济社会协调发展的重要举措,融入经济转型升级的方方面面,贯穿人才发展全过程,形成政府与社会协调发展的工作格局。 ,企业、学校、行业、社会共同推动。
服务需求中国政府网国务院关于深化考试招生制度改革的实施意见,优化结构。面向产业和区域发展需要,完善教育资源布局,加快人才培养结构调整,创新教育组织形式,促进教育与产业共同发展。
校企合作,合作育人。充分调动企业参与产教融合的积极性和主动性,加强政策引导,鼓励先行先试,推进供需对接和流程再造,构建校企合作长效机制.
(三)主要目标。
逐步增加行业企业参与办学,完善多元化办学体系,全面实施校企协同育人。 10年左右,教育融合与产业融合、良性互动的发展格局基本形成,以需求为导向的人才培养模式将得到完善,人才教育供给与产业需求的主要结构性矛盾基本得到解决解决,职业教育和高等教育对经济发展和产业升级的贡献将显着增强。
到2020年,全面推进产教融合的体制机制初步形成,工业企业办学参与度逐步提高,高等教育分类发展逐步推进,现代职业教育培训体系进一步完善。建设3-5所高水平新型工科院校,设立大数据、人工智能、软件、生物医学等15所二级学院(工业学院),建设120个职业教育“双元基地”和300个实训基地,525个急需行业和骨干特色专业(点),100个现代学徒制专业(点),建设30个示范性职业教育群体,45所优质高水平职业院校。到2025年,全面推进产教融合的体制机制基本建立,全市高等教育分类发展体系初步形成,现代职业教育培训体系基本完善。建设一批产业高质量发展示范院校、学科和课程体系,建设一批产教融合示范企业。进一步提升校企合作和协同育人水平,构建科技成果协同创新与转化。能力进一步增强。
二、主要任务
(一)构建产教融合发展生态。

2.优化职业教育发展布局。引导职业教育资源向产业和人口集聚区集中,以职业教育“双基地”、“双师”、“双证”发展为助推器,以职业教育示范群建设为突破口建设一批高水平职业学校。面向脱贫攻坚主战场,服务乡村振兴战略,着力办好农村职业教育,充分利用城市优质职业教育资源,支持农村贫困地区职业教育,建立健全职业教育体系。优质职业学校与贫困地区县结对帮扶机制。加强我市与长江经济带城市的协调合作,积极探索差异化职业教育发展路径。 (责任单位:市教委、市经信委、市人力资源和社会保障局、市卫健委等部门,各区县政府)
3.促进高等教育融入国家和地区创新体系。面向创新中心发展需求,着力发挥高等教育的引领和服务功能,完善教育资源配置,调整人才培养结构。加快一流大学和一流学科建设,完善高等教育分类分层发展评价政策体系,完善高等学校与行业骨干企业和中小微企业紧密对接的创新生态系统创业型企业,增强集聚人才、引领产业升级的能力。继续推进普通本科院校向应用技术类院校转化,支持转化后的院校开展专业学位研究生教育。鼓励有条件的高职院校与应用技术型本科院校合作培养高素质技术人才,培养一大批我市产业发展急需的科技人才和高层次技术人才,促进高等教育与产业互动发展。为全市“创新之城”和“创业之城”建设提供支持和指导。 (责任单位:市教委、市科技局、市发展改革委、市财政局、市人力资源和社会保障局等)

5.强化人才培养需求导向。加快教育“放管服”改革,注重发挥市场机制在配置非基础公共教育资源中的作用,加强就业市场对人才供给的有效调节。建立健全行业组织人才需求预测机制和用人单位职业能力评价机制,搭建政府人才需求信息服务平台,定期发布相关行业(行业)人才需求预测报告,促进跨部门人才供给和需求信息共享,产教融合供需双向对接,提供市场化、专业化、开放共享的信息服务。严格落实专业预警和退出机制,定期发布职业院校专业结构与产业结构匹配情况报告中国政府网国务院关于深化考试招生制度改革的实施意见,定期发布新增专业设置、扩招等信息。将市场供需比和就业质量作为学校调整学科专业和确定培养规模的重要依据,引导学校及时减少或停止招生设置相近、连续就业率达不到要求的专业。标准。新增研究生招生计划向承担国家重大战略任务、积极推进校企协同育人的高等学校和学科倾斜。 (责任单位:市教委、市人社局、市经信委等部门)
(二)强化企业的重要作用。

7.深化“引企教育”改革。支持企业深入参与职业学校和高等学校教育教学改革,鼓励企业参与学校专业规划、人才培养计划制定、课程教材开发、实习培训、师资培训、考核评价等工作。其他各种形式的人才培养环节。实施面向企业真实生产环境的任务型培训模式,如服务外包、众创空间、车间等。职业学校新设专业原则上应有相关行业企业参与。支持有条件的高校、科研院所与国内知名科技企业共建大数据、人工智能、软件、生物医药等二级学院(工业学院)。支持优质企业依托或与我市职业学校和高等院校合作,设立企业工作室、实验室、创新基地、实践基地。促进职业学校与优质企业结对发展,鼓励职业学校吸收引进企业职业培训课程作为专业课程和教学资源,科学制定和优化职业人才培养方案。 (责任单位:市教委、市经信委、市人力资源和社会保障局、市国资委等部门,各区县政府)
8. 进行富有成效的实践培训。完善学生企业生产性实习培训制度,各行业主管部门要支持行业企业承担职业院校学生实习任务。推进实习培训标准化,按照有关规定为学生进行生产性实习培训提供合理的生产性实习报酬,保护学生的合法权益。通过吸引企业进驻、引进校企、校企融合等方式,鼓励优势企业与学校共建共享生产性实训基地。支持各区县依托学校建设产业或区域实训基地,带动中小微企业参与校企合作。通过探索购买服务方式和落实税收政策,鼓励企业直接接受学生实习。 (责任单位:市教委、市发展改革委、市经信委、市人力资源和社会保障局、市国资委、重庆市税务局等部门,各区县政府)
9.以企业为主体,推动协同创新和成果转化。支持企业、学校、科研院所围绕产业关键技术、核心工艺和共性问题开展协同创新,加快基础研究成果向产业技术转化。引导高校把企业生产实际需要作为工程技术研究课题的重要来源,鼓励职业院校和高校科研人员深入企业解决生产中的实际问题。加强金融科技计划管理,以高等学校和科研院所为主导的应用和工程技术研究项目,原则上要让行业企业参与,制定成果转化计划。完善高校科技成果后评价制度中国政府网国务院关于深化考试招生制度改革的实施意见,将成果转化作为项目和人才评价的重要内容。职业学校、高等学校科研人员依法取得的科技成果转化奖励收入,不计入绩效工资总额管理。建设一批企业技术中心、高校技术创新平台、产业技术实验室、中试基地和工程基地。对经认定符合条件的平台,通过绩效考核后,按照有关规定给予财政补贴支持。运用产业投资资金支持高校科技成果和核心技术产业化。 (责任单位:市科技局、市发展改革委、市教委、市财政局等部门)
10. 加强对企业员工的在职教育培训。落实企业员工在职教育培训制度,督促企业全额收回教育培训经费,将60%以上的经费用于一线员工培训。对未按规定提取和使用教育培训经费、拒不改正的行为,将记入企业信用记录,并依法向社会公布。创新教育培训方式,鼓励企业向职业学校、高等学校和培训机构购买培训服务。鼓励符合条件的企业开展员工技能竞赛,对参加培训提升技能水平的员工给予奖励或补贴。落实职工教育支出税前扣除规定。职工教育支出中不超过工资薪金总额8%的部分,在计算企业所得税应纳税所得额时,允许扣除;超出部分允许在以后的纳税年度结转和扣除。加强对产能严重过剩行业转业人员的再就业培训,支持在职职工参加重庆市紧缺人才教育培训。 (责任单位:市总工会、市人力资源和社会保障局、市市场监管局等)
11.发挥重点企业的带动作用。鼓励区域和行业骨干企业加入学校,组建产教融合集团,带动中小企业参与,推动实质性经营。注重发挥规模以上企业特别是国有企业的示范引领作用中国政府网国务院关于深化考试招生制度改革的实施意见,通过“财政+税收+金融+土地+信用”。结合深化国有企业改革,支持有条件的国有企业继续办学做强职业学校。国有企业举办的非营利性职业学校按照有关规定享受公办学校的相关待遇。 (责任单位:市国资委、市经信委、市财政局、市规划和自然资源局、重庆市税务局等部门,各区县政府)
(三)深化产教融合人才培养改革。
12.将劳动实践纳入基础教育。加强中小学以职业体验、职业意识、生活教育为重点的职业启蒙教育,组织开展“大国劳模工匠进校园”活动,支持学校聘用劳模和高技能人才对兼职教学人才,鼓励有条件的区县建设专业启蒙教师。将动手实践内容纳入中小学相关课程,将学生专业经验纳入综合素质评价体系。组织有条件的中小学和职业学校开发实施劳动技术课程和职业体验课程。推动职业学校资源向中小学开放,鼓励依托职业学校建设中小学生职业体验中心。普通高中应适当增加职业技术教育的相关内容。 (责任单位:市教委、市发展改革委、市人力资源和社会保障局、市总工会等部门,各区县政府)
13.推进产教协同育人。深化全日制职业学校办学体制改革,推进职校联合、产业联盟、园区对接。在技术实践类专业,全面推行现代学徒制和新型企业学徒制,推进校招与企业招收对接,明确学生学徒“双重身份”,加强学校“双主体”落实与企业、促进学历、技能并重的人才培养模式。加强教学、学习和实践训练相结合的教育教学活动,实施项目教学、案例教学、工作过程导向教学等教学模式。连接企业生产和服务的智能化过程,加快职业教育教学内容和方式的智能化转型。加强实践教学,职业学校实践教学课时不少于总课时的50%。建立高等教育学术型人才和应用型人才分类培养体系,提高应用型人才培养比重。加强创新人才培养,大力支持应用技术本科和行业特色高等学校建设,构建应用型人才培养体系。推进专业学位研究生“产教融合”培养模式改革,加强复合型人才培养。设立研究生企业工作站和联合培养基地,支持校企联合培养研究生。 (责任单位:市教委、市发展改革委、市人社局等部门,各区县政府)
14.加强产教融合师资队伍建设。推进“双千双师”交流计划,支持企业技术和管理人才到校任教,教师到企业兼职工程师或技术人员,畅通人才双向流动。支持职业学校和高等学校自主聘用兼职教师,依法依规确定兼职薪酬。实施行业教师(导师)专项岗位计划,制定认证标准和考核录用办法。开展教师和企业工程师(技术员)“双合格”职称评审,按照要求完善符合职业教育和应用型高等学校特点的岗位(职称)申请条件“放管服”和“双师”职称评价办法。评价方法。进一步提高优质职业学校中高级职位的比例。支持大中型企业、职业学校、应用型本科院校合作建设“双师型”师资培训基地,完善“双师型”师资认证体系。落实职业学校专业课程教师(含实习指导教师)每5年到企业实习不少于6个月的要求。新入职的专业教师前3年应在企业实习6个月以上。设立职业学校教师企业实践支持项目,建设工程师创新能力培训基地。 Focusing on improving the innovative and practical ability of engineers, promote the cooperation of industry, academia and research, and create a public service platform integrating continuing education, technical training, professional competition, professional title evaluation and other functions. 16.Accelerate the reform of school governance structure. Expand the autonomy of vocational schools and institutions of higher learning in personnel management, teacher evaluation and employment, income distribution, etc., optimize the internal governance of schools, and lower the focus of management and academic power. 17.Provide innovative education and training services. Standardize the development of service organizations, encourage education and training institutions and industry enterprises to jointly develop high-quality educational resources, and vigorously support the development of "Internet + education and training". Vocational schools and vocational training institutions are encouraged to extensively carry out non-academic education and skills training, actively participate in the program to improve the academic ability of migrant workers, and strengthen adult community education and training and the cultivation of new types of professional farmers. Support qualified social organizations to integrate school-enterprise resources and develop three-dimensional and optional industrial technology courses and vocational training services. Explore the establishment of a mutual recognition mechanism for the conversion of course credits in vocational schools, institutions of higher learning and industrial enterprises. 18.Strengthen Sino-foreign cooperation in educating people. Strive for domestic and foreign first-class universities and scientific research institutions to come to Chongqing for cooperation and development, implement the Chongqing Vocational Education Sino-foreign Cooperation in Running Schools Action Plan (2018-2022), and encourage vocational schools to focus on the city's key industries, modern manufacturing, and modern service industries. Educational resources, cooperate to build majors, jointly cultivate talents, and jointly organize academic education and technical skills training. 20.Optimize and develop the market service organization. District and county governments, industry enterprises, and schools can cultivate a group of industry-education integration service organizations (enterprises) that are market-oriented, connect supply and demand, provide accurate services, and operate in a standardized way by purchasing services and establishing cooperatively. Support the use of market cooperation and industrial division of labor, provide professional services, build a community of interests between schools and enterprises, form a stable and mutually beneficial cooperation mechanism, and promote the close connection between schools and enterprises. 21.Create an information service platform. Deeply implement the innovation-driven development strategy action plan led by big data intelligence, explore the construction of the city's industry-education integration information service platform, and gather regional and industry talent supply and demand, school-enterprise cooperation, project research and development, technical services and other supply and demand information, Provide all kinds of subjects with precise information release, retrieval, recommendation and other services for the integration of industry and education. (五)Improve the policy support system for the integration of production and education.
22.Improve the fiscal and taxation policy system. Optimize government investment, improve the vocational education and higher education funding mechanisms that reflect the characteristics of vocational schools and application-oriented institutions of higher learning and the cost of running a professional school, and improve the per-student funding system oriented to promote reform and improve performance. The finance and taxation departments should actively implement the fiscal and taxation policies for deepening the integration of industry and education, implement the preferential tax policies related to education held by social forces, and actively support the development of vocational education and the participation of enterprises in running schools. Donations made by enterprises through public welfare social organizations or governments at or above the district and county level and their working departments for eligible educational undertakings, within 12% of the total annual profit, are allowed to be deducted from the calculation of taxable income. The part exceeding 12% of the total annual profit shall be deducted from the calculation of taxable income within 3 years after it is allowed to be carried forward. If social forces set up non-profit education, after the tax exemption qualification is confirmed according to law, the qualified income is exempt from corporate income tax. Educational services provided by schools engaged in academic education are exempt from value-added tax. During the period when the internship unit accepts students for internship, various reasonable expenses that are directly related to the students' internship activities and actually incurred shall be deducted when calculating the taxable income according to law. 23. Implement land policy. The construction land for enterprises to invest in or cooperate with the government to build vocational schools and colleges and universities shall be managed as land for science and education. If it conforms to the catalogue of allocated land, land can be provided by allocation. Enterprises are encouraged to acquire land by means of assignment, lease, etc. in accordance with the law. 24.Increase financial support. To implement the relevant financial policies of the state, all kinds of industrial support and development funds or funds should be arranged for vocational education. Encourage financial institutions to give priority to loan support to enterprises that meet the loan conditions for integration of production and education projects in accordance with the principles of risk controllability and commercial sustainability. Innovate the service model of financial institutions, and develop diversified financing varieties suitable for the characteristics of industry-education integration projects. Accelerate the development of student internship liability insurance and personal accident insurance, and encourage commercial insurance companies to specifically determine rates for modern apprenticeship and enterprise new apprenticeship insurance. 25. Implement the integrated development project of industry and education. Support districts, counties, schools, and enterprises to actively strive for national pilot tasks, and promote the national industry-education integration project. Support a group of representative districts and counties with a willingness to reform to carry out pilot projects for the construction of demonstration districts and counties for the integration of production and education. Research and formulate the evaluation standards and reward methods for enterprises integrating production and education, and recognize and reward enterprises that are deeply involved in the integration of production and education, and have outstanding achievements and great influence. Support a group of vocational schools to carry out school-enterprise cooperation, jointly build and share technical skills training facilities, and build a group of "dual bases" for school-enterprise collaborative education and training bases with deep integration of production and education, and industries urgently needed (backbone characteristics) majors ( point). Carry out pilot projects for the construction of high-level application-oriented undergraduate colleges and universities, and strengthen the construction of training environments, platforms and carriers for the integration of production and education. Support the construction of "double first-class" institutions of higher learning to strengthen the interaction between disciplines, talents, scientific research and industry, and promote cooperative education, collaborative innovation and achievement transformation. Establish and improve a third-party evaluation agency to carry out the evaluation mechanism for the integration of production and education, and the evaluation results are used as an important basis for performance evaluation, commendation and incentives, resource allocation, and investment guidance. The progress of the integration of production and education is included in the annual quality reports of vocational schools and colleges and universities, and is included in the relevant corporate social responsibility reports of our city.
